    • Britain may hold people for 42 days without charges

Dozens of renowned British writers came out against new anti-terrorism legislation Sunday, publishing a collection of satire, essays, fiction and poetry to protest a proposal allowing police to hold suspects without charge for up to 42 days.

Prime Minister Gordon Brown recently expressed his firm commitment to extending the pre-charge detention period from 28 to 42 days. The counterterrorism measure is one of several that Britain has considered or adopted since suicide bombers killed 52 rush-hour commuters in 2005.

The proposal is expected to meet serious opposition Monday in the House of Lords. The legislation narrowly made it through the House of Commons this summer.

Some police leaders say the measure is needed because terror cases are complex and others say existing powers are strong enough.

Europe's top human rights watchdog, the Council of Europe, recently said such police power could run afoul of European rights conventions.

    • China toxic milk sickens 53,000 as scare spreads

BEIJING (AFP) — China's tainted milk scandal spiralled into uncharted territory Monday with the government announcing that up to 53,000 children had been sickened and its top product-quality inspector sacked.

In a dramatic update of previous figures, the health ministry said a total of 52,857 children were taken to hospital after drinking milk thought to have been contaminated by the industrial chemical melamine.

Most had "basically recovered" after developing kidney stones, the main symptom of drinking the tainted milk, but 12,892 of them remained in hospital, a health ministry official told AFP.

Meanwhile, the head of China's product-quality agency, Li Changjiang, stepped down under pressure Monday, becoming the highest-level leader to be embroiled in the scandal that has left China's dairy industry reeling.

Li had overseen the ministry-level product-quality agency during a wave of scandals that have tarnished China's manufacturing reputation.

Also sacked was Wu Xianguo, the top official of Shijiazhuang city, where tainted milk powder first surfaced in the Sanlu brand headquartered in the city, the Xinhua news agency said.

Eighteen people have been arrested, including the head of the Sanlu Group, while dozens have been detained for questioning, state media have said.

More than 80 percent of affected children are aged under two, the Chinese health ministry said.

The melamine scandal came to light two weeks ago in state-controlled media, but some press reports say the scam had been going on for years.

Sanlu began to receive consumer complaints beginning in 2007, according to official investigations released on Monday, Xinhua reported.

Despite a test in June determining that its products were contaminated with melamine, normally used in making plastics, the firm withheld the information from local government until August 2, Xinhua added.

Up to four infants have died in the scandal, which prompted countries to ban or limit Chinese dairy imports.

Joining a clutch of other countries, Taiwan said it was banning all Chinese milk products with immediate notice, as well as non-dairy products after melamine was found in an imported Chinese non-dairy creamer.

"There is no timeframe for the ban," said Wang Chih-chao, an official with the Department of Health.

    • NATO Is NOT Losing Afghan War Says Top General

The top NATO general in Afghanistan on Sunday rejected the idea that NATO is losing the Afghanistan war to an increasingly bloody Taliban insurgency.

But U.S. Gen. David McKiernan also said he needs more military forces to tamp down the militants, and he depicted a chaotic Afghan countryside where insurgents hold more power than the Afghan government seven years after the U.S.-led invasion. He said better governance and economic progress were vital.

It is true that in many places of this country we don't have an acceptable level of security. We don't have good governance. We don't have socio-economic progress. We don't have people that are able to grow their produce and get it to market. We don't have freedom of movement, we don't have progress as evenly or as fast as many of us would like, but we are not losing Afghanistan," he told a news conference in Kabul.

In the country's wild south, meanwhile, Taliban militants launched a surprise attack on the provincial capital of Helmand, sparking a battle that killed about 60 insurgents, an Afghan official said.

Ahmadi's death tolls could not be verified independently. Journalists are not able to travel to remote and dangerous battle sites. Afghan officials have been known to exaggerate death tolls in the past.

Insurgency-related violence has killed more than 4,800 people - mostly militants - this year, according to an Associated Press count of figures from Western and Afghan officials. A record number of U.S. and NATO soldiers have died in 2008.

    • THE GREAT BLACK-HISPANIC SPLIT - New York Post

In fact, black unease about immigration goes back to the 19th century, when former slave Frederick Douglass warned that immigrants were displacing free blacks in the labor market. Many blacks supported the 1892 federal law that restricted Chinese immigration and later urged restrictions on Mexican workers. "If the million Mexicans who have entered the country have not displaced Negro workers, whom have they displaced?" asked black journalist George Schuyler in 1928.

But the 1960s brought a big change in the views of black political leaders, after congressional supporters of liberalizing immigration claimed the civil-rights mantle for their reforms. Martin Luther King Jr. believed that blacks and poor immigrants could become political allies. Later, Jesse Jackson heralded the imminent arrival of a mighty "rainbow" coalition of blacks and immigrants and touted such liberal policies as amnesty for illegals.

Such views clearly helped soften anti-immigration attitudes in the African-American community. But since immigration re-ignited as a national issue in 2006, black anger has clearly grown.

When Blacknews.com columnist Earl Ofari Hutchinson wrote a series of pieces sympathizing with illegal aliens, the volume of hostile mail from other blacks shocked him. Illegal immigration has sizzled as a topic on African-American stations like satellite radio XM's "The Power," with most callers demanding more restrictions.

    • Russia's Putin gets tiger cub for his birthday

MOSCOW - There's no doubt what Vladimir Putin's favorite birthday present is this year — a rare Ussuri tiger cub. State television showed the Russian prime minister tenderly petting the 2-month-old female cub Friday at his residence outside Moscow. The cub, weighing about 20 pounds, was curled up in a wicker basket with a tiger-print cushion.

Putin said a good home will be found for the tiger, presumably in a zoo or wildlife preserve. He hasn't decided what to call her, but is leaning toward Mashenka or Milashka.

Putin refused to say who gave him the cub for his 56th birthday, which was Tuesday.

He called Russian journalists to his country home late Thursday without telling them why. Past midnight, after asking them "not to make noise, make a clatter or squeal," Putin ushered the curious journalists into the room where the tiger cub was waiting.

As president and now prime minister, Putin is known for his tough talk and macho image. But children and animals seem to bring out a softer side.

His dog, a Labrador retriever named Koni, is often with him, even during meetings with world leaders. He told journalists that Koni has not met the tiger cub.

In August, Putin had occasion to pet a full-grown female Ussuri tiger after shooting her with a tranquilizer gun. He was visiting a wildlife preserve in Russia's Far East and shot the 5-year-old tiger as part of a program to track the rare cats, also known as the Siberian, Amur or Manchurian tiger.

Once the tiger was asleep, Putin placed a collar with a GPS tracking system around her neck. Television footage showed him patting her cheek.

Fewer than 400 Ussuri tigers are believed to survive in the wild, most of them in Russia and some in China. They are the largest tiger species, weighing up to 600 pounds.

    • National Debt Clock draws worried glances, reactions - CNN.com

In fact, the digital counter has been moving so much that it recently ran out of digits to display the ballooning figure: $10,150,603,734,720, or roughly $10.2 trillion, as of Saturday afternoon.

The clock was put up by the late real estate mogul Seymour Durst in 1989 when the U.S. government's debt was a mere $2.7 trillion, and was even turned off during the 1990s when the debt decreased.

It will be replaced in 2009 with a new clock, said Jordan Barowitz, a spokesman for the Durst Organization. The new clock will be able to track debt up to a quadrillion dollars, which is a '1' followed by 15 zeros.

In the meantime, the '1' from "$10.2" has been moved left to the LCD square once occupied solely by the digital dollar sign. A non-digital, improvised dollar sign has been pasted next to the '1.'

The current clock had enough digits to measure the amount of money owed by the U.S. government until debt recently hit $10 trillion. Since then, more eyes have been on the fixture near touristy Times Square.

When Nancy Gurzo spotted the sign one recent afternoon, she came to a halt. Standing in the middle of the sidewalk, Gurzo pointed up at the sign, gesturing for her daughter, son-in-law and three grandchildren, all of whom had left her behind, to walk back and see.

"It's a shame," the 60-year-old Manasquan, New Jersey, restaurant manager said, anger and disbelief in her face. "It's an absolute outrage. It may be the end of the United States as we know it today. We haven't seen the worst of it. Everybody should stop and look at this clock. It affects all of us. I'm worried."
